Why does food cook slower at altitude?
Lower pressure makes water boil below 100℃, so even at a rolling boil the heat is gentler and food cooks slower.
How much lower?
About 0.34℃ per 100m. At 2,000m water boils near 93℃; at 3,000m near 90℃.
What to do?
Cook longer with a lid on, or use a pressure cooker to raise the boiling point.
